change my default emacs coding system to UTF-8

To make life easier

I’ve been hitting various kind of coding system error, as it has to(many times) convert my native encoding to UTF-8. I’m tired of this.

Options -> Multilingual System -> Set Language Environment -> UTF-8 Options -> Save Options
